언론단체들 "미얀마는 군부가 아니라 정의로운 국민의 것"

미얀마 군부의 쿠데타가 2달 넘게 지속하고 있다. 언론사는 폐쇄되었고 600명이 넘는 미얀마 시민이 목숨을 잃었다. 

4월 13일 오전, 국내 언론단체의 주최로 용산에 위치한 주한미얀마대사관 앞에서 미얀마 군부의 학살과 언론탄압을 규탄하는 기자회견이 열렸다. <자유언론실천재단>, <동아자유언론수호투쟁위원회>, <조선자유언론수호투쟁위원회>, <80년해직언론인협의회>, <새언론포럼> 5개 언론단체가 성명을 발표했다.

1970-80년대 군부독재에 저항하다 해직된 기자들로 구성된 이들 단체는 언론자유운동에 매진해왔다. 이들은 박정희 유신정권에 맞선 '자유언론수호투쟁', 전두환 신군부의 '강제해직사건'의 경험을 들어 독재정권에 의한 언론탄압의 상처를 미얀마 국민과 공유하고 있다고 말했다. "양심적인 언론인들이 취재일선에서 쫓겨나고 쿠데타 세력의 만행을 고발하는 카메라와 사진기가 총격의 표적이 되는 비참함은 고스란히 국제사회가 짊어져야 할 고통이자 참혹함이 됐다.'며 미얀마 군부의 언론탄압을 비판했다.

이들은 군부의 학살과 폭력으로부터 미얀마 국민을 보호해야 한다며 국제연합(UN)과 각국 정부의 적극적인 개입을 호소했다. 또한 국민 편에서 분투하고 있는 미얀마 언론인들의 헌신과 희생에 경의를 표하며 미얀마 국민의 정의로운 항쟁을 강력하게 지지했다. 

이들은 "미얀마 국민은 군부가 아닌 민주정부를 선택했다."며 미얀마가 부패한 군부의 것이 아니라 정의로운 국민의 것임을 강조했다. "권력과 부를 독점하려는 군부에 의해 국가와 국민들이 파탄 나고 있다."며 국제사회가 "인간존엄과 민주주의의 확고한 신념"을 보여줄 것을 촉구했다.

 

다음은 5개 언론단체 성명서 전문이다.


 

미얀마 군부의 야만적 학살과 언론탄압을 규탄한다

지난 2월1일 민 아응 흘라잉 군사령관이 이끄는 미얀마 군부는 합법적인 선거로 구성된 민주정부를 부정하며 쿠데타를 일으켰다. 이후 쿠데타에 항거하는 전국적인 시민불복종운동과 군부산업 불매운동이 들불처럼 일어났고, 이에 군부는 학살과 탄압, 언론사 폐쇄와 여론조작, 통신망 봉쇄와 SNS 차단 등 야만과 폭력으로 대응했다. 정의와 민주주의를 요구하는 국민들에게 군인과 경찰들이 무차별 총격을 가해 최소 5백 명의 목숨을 앗아갔다. 관영매체를 제외한 많은 언론사들은 셧다운 됐고, 양심적인 언론인들은 펜과 마이크를 빼앗겼다. 이러한 만행에 외국인도 예외는 아니다. 외신기자들은 취재현장에서 연행되거나 취재를 방해당하고 있다. 한국기업의 업무차량 역시 저격을 당해 소속 직원이 숨졌다. 권력과 부(富)를 독점하려는 군부에 의해 국가와 국민들이 파탄나고 있는 것이다.

한국 역시 1980년 5월 18일 군부 쿠데타세력에 저항하며 일어난 광주민주항쟁과 오랜 군부독재를 경험한 바 있다. 이 과정에서 잔인한 진압으로 인한 유혈참사와 함께 대대적인 여론조작이 펼쳐졌다. 박정희 군사정권의 유신독재에 맞서 일어난 자유언론수호투쟁에 이어, 이때도 전두환 신군부의 보도검열을 거부하고 제작거부를 주도하던 언론인들에 대한 강제해직사건이 일어났다. 권력과 부(富)를 탐하는 군부의 쿠데타로 국가와 국민이 고통을 당하고 언론인들이 취재현장에서 쫒겨나던 아픈 상처를, 우리는 미얀마 국민과 공유하고 있다.

인간의 존엄성에 기반한 민주주의는 인류의 정신문화와 기술문명을 획기적으로 진보시킨 결정적 계기였다. 몇 번의 위기가 있었지만, 국제사회는 독재라는 야만을 거부하고 민주주의라는 진보의 길을 옹호해 왔다. 그렇기에 국제사회의 시민들은 미얀마의 참상으로 고통당하고 있다. 21세기에 자행되는 폭력과 언론탄압에 대한 연민과 거부감 그리고 분노가 그것이다. 인류가 지향해온 인간의 존엄성과 민주주의가 파괴되는 아픔, 가족을 잃고 평온한 삶이 찢겨버린 이웃의 절규, 정치적 역학관계에 빠져 방관자가 되어버린 국제연합(UN)과 각국 정부의 무기력, 양심적인 언론인들이 취재일선에서 쫓겨나고 쿠데타세력의 만행을 고발하는 카메라와 사진기가 총격의 표적이 되는 비참함은 고스란히 국제사회가 짊어져야 할 고통이자 참혹함이 됐다.

코로나19 팬데믹, 인종주의와 극우세력의 확산 등 인류가 당면한 위기를 벗어나 국제사회가 유대와 협력을 모색하는 현 시점에서 미얀마 참사는 세계를 갈등과 야만의 시대로 추락시킬 것인가, 아니면 평화와 상생의 시대로 갈 것인가를 가름하는 시금석이 될 것이다.

국제연합(UN)과 각국 정부는 미얀마의 야만과 언론탄압을 끝내야 한다. 미얀마 군부의 만행을 더이상 용납하지 않을 것을 선언하고, UN 평화유지군 파견과 국제적 제재 단행 등 적극적인 개입을 통해 군부의 학살과 폭력으로부터 국민을 보호해야 한다. 국제연합(UN)과 각국 정부가 또다시 머뭇거린다면 미얀마는 본격적인 내전상태로 접어들어 수많은 희생을 내고, 국제사회는 자신들의 무기력과 방관이 가져온 참혹한 결과에 경악하게 될 것이다. 대한민국의 국민들과 광주 시민들은 1980년 광주민주항쟁 기간 동안에 전두환 군부 일당의 무자비한 살육에 대해 미국 정부가 침묵한 것을 41년이 지난 오늘에도 생생하게 기억하고 있다.

광주민주항쟁을 계승하고 군부독재에 맞서 언론자유와 민주언론을 위해 강고하게 싸워 왔던 우리는 미얀마 국민의 정의로운 항쟁에 강력한 지지를 보내고 미얀마 민주시민사회와의 굳건한 연대를 약속한다. 또한 군부 쿠데타세력에게 야만적인 폭력과 언론탄압으로 국민과 정의를 결코 이길 수 없다는 경고를 보낸다. 우리는 이 순간에도 국민의 편에 서서 분투하고 있는 미얀마 언론인들의 헌신과 희생에 경의를 표한다.

국제사회는 인류애로부터 발로한 사명감으로 미얀마 국민의 손을 잡아주어야 할 때이다. 그들의 고통과 절규에 올바로 응답해야 할 때이다. 더 늦기 전에 국제사회가 미얀마의 고통에 귀 기울이고, 인간존엄과 민주주의의 확고한 신념을 보여주길 요구한다. 미얀마 국민은 지난 2020년 11월 총선에서 군부가 아닌 민주정부를 선택했다. 미얀마는 한줌 밖에 안 되는 부패한 군부의 것이 아니라 정의로운 국민의 것이다.

Condemning the Brutal Oppression of the People and Freedom of Press by the Myanmar Military: A Joint Statement by the Korea Foundation for Press Freedom, the Donga Struggle Committee for Free Press, the Chosun Struggle Committee for Free Press, the Association of National Journalists Resisting against 5.17 Coup d'e'tat, and the Korean Unionized Media Workers’ Forum

 

On the 1st of February this year, the Myanmar military led by General Min Aung Hlaing staged a coup, by which they overturned the democratically elected government. The coup was met by a series of civil disobedience and boycott movements across Myanmar, to which the military responded by means of savagery and violence, including killing and persecuting peaceful protestors; rigging public opinion via press censorship and newsroom raids; and shutting down communications. At least five hundred people have lost their lives when the military and police opened indiscriminate fire at people demanding justice and democracy. They have also shut down a majority of media outlets in the country except for the state-owned ones and begun cracking down on conscientious journalists, to which foreign media workers and journalists were no exception. Some of them were arrested or had their work interrupted on site. They even opened fire at one of the vehicles owned by a Korean company in Myanmar, which resulted in the death of one Korean employee of theirs. The situation for the nation of Myanmar and its people is growing direr as the military seeks to monopolize power and wealth in the country.

For the people of South Korea, such a situation is nothing but a familiar one, as they have experienced decades-long military dictatorships and the Gwangju Uprising on May 18, 1980. Not unlike what is happening in Myanmar at the moment, the South Korean military responded to the Gwangju Uprising by means of violence and opinion rigging. In the spirit of the struggle for free press during the Park Chung-hee regime, journalists and media workers had refused to comply with media censorship imposed by the Chun Doo-hwan regime and went on strike, for which they were forcibly laid off. As South Korean journalists and media workers, we understand and identify with the pain of the people of Myanmar, caused by the military junta’s greed for power and wealth.

Democracy that is firmly rooted in the notion of human dignity was a decisive moment where a great progress in human civilization and geisteskultur has taken place. The international community has endorsed democracy despite a series of authoritarianism-related crises. The citizens of the world are pained by the brutal sight in Myanmar where violence and oppression of press freedom are taking place on a daily basis. The international community is faced with a tragedy where the people of Myanmar cry in despair as the value of human dignity and democracy crumbles down. This tragedy is exacerbated by the powerlessness of the United Nations and the leaders of the international community caught in the power game of international politics. Those who work hard to expose the wrongdoings of the military are being targeted and persecuted.

The international community is at a critical juncture where we are just beginning to seek solidarity and mutual aid amidst the COVID-19 crisis and the rise of racism and extreme right-wing movements. The Myanmar crisis will serve as a litmus test that determines whether we are headed to the era of peace and coexistence or relapse into barbarism and state of conflict. The United Nations and the leaders of the international community ought to put an end to the violence taking place in Myanmar by quickly proclaiming that they will no longer allow the brutality perpetuated by the Myanmar military and active intervene by dispatching the UN peacekeeping forces and imposing sanctions against the Myanmar military to protect the people of Myanmar. Otherwise, the current situation will soon escalate to a civil war, which may result in an astonishing number of death toll, a direct consequence of the international community’s inaction and neglect. We vividly remember how the people of South Korea have fallen victim to those very inaction and neglect when the US government turned a blind eye to the ruthless massacres carried out by Chun Doo-hwan in Gwangju forty-one years ago.

As we have struggled against the authoritarian military rule for press freedom and democracy in the spirit of the Gwangju Uprising, we stand ready to support and in solidarity with the people of Myanmar and their righteous protest. We also warn the leaders of the Myanmar military that, no matter how brutally they oppress their people and the media, the people and justice will prevail. We express our deepest respect for the Myanmar journalists’ and media workers’ sacrifice for and devotion to their people.

The international community must take humanitarian responsibility for the people of Myanmar and take immediate action in response to their painful cry. We urge them to do so to restore firm faith in human dignity and democracy. It is evident that the people of Myanmar chose not the military regime but the democratic government during the election in November 2020. The country belongs to the just people of Myanmar, not the pack of corrupt military leaders.
